    Maintenance Agency Procedures

    ISO TC46/SC4 has designated the National Library of Canada (name changed 2004 to Library and Archives Canada) as Maintenance Agency (MA) and Registration Authority (RA) for the Interlibrary Loan Application Standards (ISO 10160/10161).

    Second editions of the base standards (ISO 10160, 10161-1) were published in 1997 and the first edition of 10161-2 was published at the same time. A periodical review of these documents must occur at least every 5 years. In the interim, the documents will be changed and corrected via by issuance of either a Defect Report or an Amendment. These changes and corrections will be used to revise the standard at the time of the periodical review.

    Responsibilities of the Maintenance Agency include:

    • updating the standards
    • preparing and maintaining defect reports
    • developing amendments

    Procedures outlined in ISO/TC46 N 1364 Rev Procedures for Work, the guidelines to be used by ISO/TC 46 sub-committees and working groups for the preparation and adoption of Standards, are followed.

    The MA may also provide written clarifications of issues of interpretation of the standards.

    Developing the Base Standard

    Defect Reports

    A defect report describes
  • any perceived technical errors or ambiguities in the ILL Application Standards, inadvertently introduced within in drafting or in printing which could lead to incorrect application of the standard
    or
  • information that has become outdated since publication of the International Standard, provided that the modification has no effect on the technical normative elements of the standard.

    Who may submit Defect Reports?
    Any ILL application user, implementor or interested party may bring a defect to the attention of the Maintenance Agency.

    The MA will prepare three types of defect reports:

  • for editorial defects (problems with ambiguity in the wording of the standard)
  • for technical defects (technical error)
  • for clerical defects (typographical, spelling or minor grammatical errors)

    Procedures for handling Editorial and Technical Defects:

  • When notified of an editorial or technical defect in an Interlibrary Loan Application standard, the MA prepares a DR, according to guidelines specified in ISO/TC 46 N 1364 Rev. ISO/TC46 Procedures for the Work. Report 46-3, noting the nature of the defect and the solution proposed.

  • The MA posts the completed draft DR on the Interlibrary Loan Application Standards Maintenance Agency web page for the appropriate standard(s).

  • The MA informs the Advisory Committee of the existence of the Defects Report and initiates a discussion of the report, via e-mail or at a meeting. (Preferably this review will be complete before the report is submitted to TC46/SC4 for the formal ISO review process.)

  • The MA notes the results of the Advisory Committee review.

  • The MA submits the Defect Report to SC4 Secretariat for a formal ISO review.

  • The SC4 Secretariat informs SC4 members (via e-mail or regular mail) of the ballot and refers them to the online site of the defect report for review.

  • After consultation with SC4 members, and resolution of the any issues raised through this consultation, the SC4 Secretariat supplies the Maintenance Agency with the "Secretariat's Response" for addition to the Defect Report posted on the web site.

  • When SC4 members have approved the defect report, the MA updates the status of the report online to "approved."

  • At the time of the revision of the base standard, the MA will include all the revisions identified in "approved" Defect Reports in the new consolidated edition of the standard.

    Procedures for handling Clerical Defects:

  • When notified of a clerical defect in an Interlibrary Loan Application standard, the MA prepares a draft DR, according to the ISO/TC46 Procedures, and posts it on the web page for the appropriate standard(s).

  • Clerical reports will not go through any approval process.

  • At the time of the periodical review of the standard, the MA will use Clerical defect reports when revising the base standard documents.

    Existing Defect Reports are accessible under the edition of the standard to which they refer, i.e.,
    ISO 10160
    ISO 10161-1
    ISO 10161-2

    Amendments

    An amendment alters and/or adds to the previously agreed technical provisions in the existing edition of the standards.

    Who may Propose Amendments?

    Any ILL application user, implementor or interested party may propose an amendment to the standard, through their national representative on ISO/TC46/SC4/WG4.

    Amendment Procedures:

  • When an application for a proposed amendment is received, the MA posts the proposal on the Interlibrary Loan Application Standards Maintenance Agency web page for the appropriate standard(s).

  • The MA informs the Advisory Committee of the existence of the proposed amendment and initiates a discussion of the report, via e-mail on the NAILDD-I listserve or at an IPIG meeting.

  • The MA will work continually with the Advisory Committee on any amendments in process.

    There are 2 options for processing the proposed Amendments to the Interlibrary Loan Application standards through the six stages of ISO/TC46 committee review:

  • The MA may choose to process the amendment through ISO as an independent amendment, submitting it to the SC4 Sectretariat for a formal ISO review.
    or

  • The formal ISO review of all pending amendments is done at the time of the consolidation of all pending additions and changes into a new edition of the base standard.
    All proposed Amendments must be approved by ISO, following the same six stages of development as for the base standard (described in ISO/TC 46 N 1364 Rev ISO/TC46 Procedures for the Work.)

  • "Pending" amendments, that have been totally worked out, but have not been subjected to the formal ISO review, can be treated as Implementor Agreements until the processing of work items for a new version of the base standard.
    Existing Amendments are accessible under the edition of the standard to which they refer, i.e.,
    ISO 10160
    ISO 10161-1

    Implementor Agreements (IA)

    An Implementor Agreement (IA) represents consensus among a group of implementors, such as IPIG. It will be maintained as an official document of the Interlibrary Loan Application Standards Maintenance Agency, and will be revised periodically to reflect the most pragmatic guidelines for interoperability agreed upon by the implementors group. Some IAs may be amendments to the standard, awaiting the finalization of the next official version of ILL protocol.

    An IA supports interoperability of the protocol but is not included in the standard either because of one of the following reasons:

  • it was not sufficiently well-developed until after the standard was finalized (in which case it may be added to the standard in a future version, pending implementation experience)
    OR
  • it is inappropriate to be included in the standard.

    Clarifications

    When questions on areas of the ILL Application standards which are viewed as ambiguous or require interpretation are raised on the NAILDD-Implementors listserve, the Interlibrary Loan Application Standard Maintenance Agency will prepare a "Clarification" document, summarizing the resulting discussion and providing a draft "Clarification".

    The Clarification report will include the name of the implementor who raised the issue, the date, a synopsis of the issue and a draft "resolution".

    The draft will be assigned the status of "pending" and posted on the Interlibrary Loan Application Standards Clarifications web site. It will be referred to IPIG for discussion at the next IPIG meeting, functioning as the Advisory Group to the Interlibrary Loan Application Standards Maintenance Agency. There IPIG members can suggest editorial and/or technical changes. Once the agreed-upon changes are made to the report, the Maintenance Agency will post the revised "Clarification" with an "approved" status.

    Clarifications are to be used to assist implementors in the use of the standards, but are not deemed to be part of the official ISO standard.
