Interlibrary Loan Application Standards Maintenance Agency
Maintenance Agency ProceduresISO TC46/SC4 has designated the National Library of Canada (name changed 2004 to Library and Archives Canada) as Maintenance Agency (MA) and Registration Authority (RA) for the Interlibrary Loan Application Standards (ISO 10160/10161).Second editions of the base standards (ISO 10160, 10161-1) were published in 1997 and the first edition of 10161-2 was published at the same time. A periodical review of these documents must occur at least every 5 years. In the interim, the documents will be changed and corrected via by issuance of either a Defect Report or an Amendment. These changes and corrections will be used to revise the standard at the time of the periodical review. Responsibilities of the Maintenance Agency include:
Procedures outlined in ISO/TC46 N 1364 Rev Procedures for Work, the guidelines to be used by ISO/TC 46 sub-committees and working groups for the preparation and adoption of Standards, are followed. The MA may also provide written clarifications of issues of interpretation of the standards. Who may submit Defect Reports?

Existing Defect Reports are accessible under the edition of the standard to which they refer, i.e., AmendmentsAn amendment alters and/or adds to the previously agreed technical provisions in the existing edition of the standards. Who may Propose Amendments?Any ILL application user, implementor or interested party may propose an amendment to the standard, through their national representative on ISO/TC46/SC4/WG4.Amendment Procedures:There are 2 options for processing the proposed Amendments to the Interlibrary Loan Application standards through the six stages of ISO/TC46 committee review: or All proposed Amendments must be approved by ISO, following the same six stages of development as for the base standard (described in ISO/TC 46 N 1364 Rev ISO/TC46 Procedures for the Work.) Existing Amendments are accessible under the edition of the standard to which they refer, i.e., Implementor Agreements (IA)An Implementor Agreement (IA) represents consensus among a group of implementors, such as IPIG. It will be maintained as an official document of the Interlibrary Loan Application Standards Maintenance Agency, and will be revised periodically to reflect the most pragmatic guidelines for interoperability agreed upon by the implementors group. Some IAs may be amendments to the standard, awaiting the finalization of the next official version of ILL protocol. An IA supports interoperability of the protocol but is not included in the standard either because of one of the following reasons: OR
ClarificationsWhen questions on areas of the ILL Application standards which are viewed as ambiguous or require interpretation are raised on the NAILDD-Implementors listserve, the Interlibrary Loan Application Standard Maintenance Agency will prepare a "Clarification" document, summarizing the resulting discussion and providing a draft "Clarification".The Clarification report will include the name of the implementor who raised the issue, the date, a synopsis of the issue and a draft "resolution". The draft will be assigned the status of "pending" and posted on the Interlibrary Loan Application Standards Clarifications web site. It will be referred to IPIG for discussion at the next IPIG meeting, functioning as the Advisory Group to the Interlibrary Loan Application Standards Maintenance Agency. There IPIG members can suggest editorial and/or technical changes. Once the agreed-upon changes are made to the report, the Maintenance Agency will post the revised "Clarification" with an "approved" status. Clarifications are to be used to assist implementors in the use of the standards, but are not deemed to be part of the official ISO standard.
